Big relief for small business owners across Pakistan. The State Bank of Pakistan has ordered commercial banks to make loans easier for small and medium businesses, and the biggest change is that the limit for SME loans without any collateral or guarantee has been increased from Rs. 10 million to Rs. 50 million. For the first time, a small business can now apply for a bank loan online from home through the new SME Connect portal.

SBP Governor Jameel Ahmad announced the package while addressing the Lahore Chamber of Commerce and Industry, and on 5 November 2026 Finance Minister Muhammad Aurangzeb further directed banks, microfinance banks and non-bank lenders to expand and speed up SME lending, especially for exporters.

Who Is Eligible For The SME Loan Scheme?

  • Owners of small and medium enterprises (SMEs) anywhere in Pakistan.
  • Small enterprises with annual turnover up to Rs. 400 million (increased from Rs. 150 million).
  • Medium enterprises with annual turnover up to Rs. 2 billion (increased from Rs. 800 million).
  • Businesses seeking loans up to Rs. 50 million without collateral or bank guarantee.
  • Exporters and new businesses are especially encouraged, as banks have been directed to use their SME limits more fully.
  • Applicants apply through the SMEConnect portal; the lending bank takes the final approval decision on each application.

About The State Bank SME Loan Changes

  • For years, small business owners complained that banks demanded property papers, guarantors and long files, after which most applications were still rejected.
  • The State Bank has now attacked all three problems together:
  • Collateral-free limit increased five times — from Rs. 10 million to Rs. 50 million, so a large number of businesses will not need to mortgage property at all.
  • SME definitions widened — businesses with turnover up to Rs. 2 billion are now inside SME financing.
  • Application form reduced to a single page — by SBP, together with SMEDA and commercial banks.
  • The results are already visible in the numbers:
  • Outstanding SME financing reached approximately Rs. 1,110 billion in June 2026, compared with Rs. 491 billion in June 2024.
  • The number of SME borrowers has climbed to about 325,000.
  • The State Bank is also working on a new SME collateral registry.
  • Prime Minister Shehbaz Sharif has directed SBP and FBR to resolve tax-related issues of SMEs and exporters and to build a risk-coverage mechanism so banks can lend with more confidence.

How To Apply Online Through SME Connect Portal

From 1 November 2026, SME loan applications are submitted through the State Bank’s SME Connect portal:

  1. Open the official portal smeconnect.sbp.org.pk on your mobile or computer.
  2. Create your account and complete your business profile.
  3. Fill the simplified single-page SME loan application form.
  4. Select the bank or financial institution and the loan facility you need.
  5. Submit the application online and note your tracking details.
  6. Track your application at every stage on the portal. If an application is rejected, the portal shows the reason, so you can fix the problem and apply again.

Please note that applying through SMEConnect does not guarantee approval. The bank still checks your business record and takes the final decision, but it now has to process your case under the simplified rules.

SME Loan Vs Asaan Karobar Finance – What Is The Difference?

Many readers ask how this is different from the CM Punjab Asaan Karobar Finance Scheme. Asaan Karobar is a Punjab Government scheme offering interest-free loans through the Bank of Punjab, applied through akf.punjab.gov.pk. The State Bank SME facility is a nationwide banking channel for all SMEs in Pakistan, applied through SMEConnect, where loans are given by commercial banks under SBP’s new easier rules. Businesses in Punjab can benefit from both channels according to their needs.
